The City Clerk of St. James is Sarah Wheeler. The City Clerk is the designated custodian of all city documents, records minutes of City Council meetings, oversees city elections and ballot issues, executes city contracts, certifies official documents, issues business licenses, pays city invoices, calculates and prints city payroll, and is the contact person for city departments and many other points of contact such as the Cemetery. The Parks Department is now responsible for all City Facility Rentals. Council Meetings are held at the City Meeting Hall at 1320 Nelson Hart Dr. in Nelson Hart Park on the 2nd Monday of each month at 7:00 P.M. unless the second Monday is a holiday then Council will meet the second Tuesday after the second Monday. Agendas and proposed ordinances for the Council Meetings are posted on the Public Notice Board in the lobby of the Municipal Center on Fridays before each meeting.

APPLICABILITY; AND RATE MODIFICATION REQUIREMENT

The City of St. James previously adopted and has in force a use tax. The Use Tax
rate for the City is currently two percent (2%) which is equal to the total local sales tax rate.
The use tax applies to and impacts certain purchases from out-of-state sellers by in-state
buyers and on certain taxable business transactions.
The use tax is equal to the total local sales tax rate in effect in the City. If any local sales tax
is repealed or the rate thereof is reduced or raised by voter approval, the local use tax rate shall
also be deemed to be repealed, reduced, or raised by the same action repealing, reducing, or raising
the local sales tax.
